What it's designed for and how it's portrayed are obviously two different things, but I think there are way worse/stupid design choices for showing skin in Tales, like Alisha's booty shorts-because I'm sure a noble knight of high standing would logically go "hmm, i think i will expose my thighs on the battlefield." I find that more egregious because with Velvet, it feels baked into her character to not give a damn. When she gets called on it, she's the first to be like "who cares, because I don't." Nothing about how it's written gives off that fanservicey, "just there for the horny men." The way they handle it within the context of the story never paints it as some sort of titillating thing. I think it's pretty stupid from a practical sense (like, bathing and then putting back on totally ripped to shreds legwear), but I don't feel like she is heavily sexualized from a writing point of view.
